No display. 120Vt to Plug. Board has hot spot on capacitor but still reads 1.095>. Board # 621271. PB3703N034964. Sound like a board problem?

A hot spot on the circuit board would definitely indicate a surge and that's the number one cause of these boards failing. We can't say for sure but if there's anything physically evident on a circuit board and you're experiencing power issues, we'd recommend replacing it.
