You have a short to ground on your heater. Replace the AC heating element:

I have replaced the heat element. Does the same blows .8amp fuse when trys to go to AC power. When I ohm ground I get 2.0m reading . very low resitance.

Then the new AC heater has also failed or you're testing this incorrectly. The only other part that draws AC power on this model would be the ice maker water valve. Unplug it from the outlet in the back and if that is what prevents the blown fuse, replace the water valve.
