That's where you should start, yes. There isn't a great way of troubleshooting that but if you have 12v on both sides of your DC fuse on the back power board, I would replace the optical control overlay!
Norcold N410 issue
I have a Norcold N410 and it won't turn on. There is power to the rear of the frig power board. I tried replacing the board on optical side (front of frig). I'm wondering if the buttons and/or the ribbon to the buttons is faulty. How can I check them?
